process.nextTick and Microtasks

Node has two queues sitting above the phases: nextTick callbacks, which run first, then promise microtasks — both drained to empty between every phase. The ordering question 'nextTick vs Promise.resolve().then vs setTimeout' is a Node staple, and runaway nextTick recursion is how people starve their own I/O.
